Dr. Mircea Enache, President and owner of EMI Systems, Inc., www.emisystems.com, a consulting and software development group in the Washington area, and Director of the Center of Excellence in Planning (CEP) in Bucharest, is a senior planner and information systems specialist with forty-five years of experience in urban and regional planning and research, education and social planning, modeling and spatial statistical analysis. In the early nineties, he designed and developed a decision support software (MapDecision) and applied it in World Bank, USAID, DFID and JICA projects worldwide. Dr. Enache has been a member of the Commission of Cybernetics of the Romanian Academy since 1977 and in the seventies he participated in the Learning Project of the Club of Rome. He is currently a Member of the Board in the International Urban Fellows Association (IUFA) of the Johns Hopkins University, a member of the Urban Mobility Group in the Bucharest City Hall, and a member of the Sustainable Urban Mobility (SUMP) Expert Group in Koln and Brussels. He taught in the University of Architecture and Planning in Bucharest in the seventies and eighties, and in the Berman School of Real Estate of the Johns Hopkins University in the nineties.
